Both of the brakes are mechanical, meaning that they use cables instead of hydraulic fluid. The blue fluid that you are seeing in that reservoir above the radiator is the coolant. Just like a car your scooter needs to have the oil changed regularly, even if you are not putting a ton of miles on it.
